The SIS Technical Authority is accountable for maintaining the Safety Instrumented Systems lifecycle at Whiting Refinery. As Technical Authority, this is a safety-critical role and accountabilities can be found in Safety Instrumented Systems - Policy and Lifecycle requirements (WBU GP 30-75-1). The position is an individual contributor and reports to the SIS/OTS Superintendent within the Automation team.

Safety and Compliance
* Provide subject matter expertise to ensure that SIS design, documentation and testing meet internal BP and external industry requirements.
* Establish and embed site standards for SIS design, documentation and testing.
* Engaged in driving continuous improvement in Process Safety for the units.
* Review and approve technical work of the SIS team, including making final decision on design and integrity of the system.
* Establish and control access to safety protective systems.
* Approve competency of internal and external resources involved in the design and construction of SIS.
* Perform functional safety audits at Whiting and other BP refineries.
* Responsible for development and maintenance of SIS related site technical practices and standards as they relate to projects and day to day operations.
* Accountable for developing, maintaining, and issuing the SIS health monitoring/reporting for the plant.
* Accountable for providing support through their teams for Layers of Protection Analysis (LOPA) and subsequent SIL Target Selection.
* Participate as a SME in Barrier Assessment and Barrier Assurance for the health of instrumented IPLs.
* Accountable for cyber security compliance as it pertains to the SIS.

Unit Operations and Maintenance
* Accountable for developing/maintaining the short and long term SIS improvement plans for Asset Teams
* Accountable for SIS PLC upgrades and obsolescence management
* Accountable for the development of safety requirements specification (SRS) and cause and effect matrices
* Accountable for providing support to analyze SIS events and component failures, as well as incident investigations
* Accountable for providing technical expertise and decisions for SIS projects and projects involving instrumented IPLs.

Technical Leadership
* Develop the technical skills and required competencies of the SIS Team, and participate in succession planning.
* Accountable for the site SIS training program as a whole, ensuring appropriate competencies of Operations and Maintenance personnel.
* Lead participant in the Instrument and SIS CiF forum for Whiting, sharing best practices and leveraging other sites.
* Represents WBU at the CiF and industry conferences as appropriate.

BS/MS Engineering degree and 5 years relevant SIS design/operations or instrumentation experience OR
